China backs Karachi refinery

KARACHI - China is to invest US$535 million to restart a stalled refinery project in Pakistan, which foreign investors and contractors abandoned amid the political turmoil in the country following the assassination of former prime minister Benazir Bhutto in December 2007.
The Indus Refinery Ltd (IRL) was a joint venture project between Middle East-based investors with an 86.7% shareholding and local sponsors with 13.3%, proposed in 2004.
"The Chinese have been really helpful," The News quoted IRL chairman Sohail Shamsi as saying. "I thought no one would come
and invest in the country. We tried to convince several Middle East investors, even the monarchs. But no one was interested."
The Chinese will replace the Middle East-based investors, after IRL signed a contract with the government in Beijing for the civil works for the project to be restarted, possibly as early as next month.
The China International Project Investment Management Center this month signed an agreement with IRL to establish the refinery, which will be the country's largest in the private sector.
IRL will be the sixth refinery in Pakistan, after National Refinery, Pakistan Refinery, Attock Refinery, Pak-Arab Refinery and Byco Petroleum Pakistan Ltd (BPPL). The country has an installed refining capacity of 12.82 million tonnes a year, but the country's five refineries together produced only 8.11 million tonnes in the fiscal year ended June 2010, an 8% decline over the previous year, against local demand of 20.3 million tonnes of petroleum products.
The Chinese will now be the lead investors and contractors.
Despite Pakistan's worsening internal security, the Chinese government and Chinese companies have shown themselves keen to invest in Pakistan's energy sector, which desperately needs foreign investment. Most recently, oil exploration company, Zhenhua, has shown interest in increasing its interest in Pakistan Petroleum Ltd (PPL), the nation's top oil producer. The Chinese company already partners PPL in some joint ventures.
Last week, Zhenhua vice president Heyang Zuxi called on Federal Minister for Petroleum and Natural Resources Syed Naveed Qamar in Islamabad and told him about the company's plan to invest in PPL, whose output has been hit by the recent floods that have swept Pakistan, inundating some production blocs and cutting PPL production by about 7 million cubic feet.
China was also earlier interested in constructing an oil refinery in Gwadar, in southern Balochistan province. Petroleum products refined there were to be transported by pipeline through Pakistan to Kashghar in China. The Gwadar project, however, was deleted in the last financial year from the financial development program agreed between the two countries, reportedly in reaction to the global economic recession
Unlike the Gwadar project, they IRL refinery output will be predominantly for domestic market. "They [the Chinese] are not investing in Indus Refinery to export products from here to China, but petrol can be exported," IRL chairman Shamsi told The News.
United Arab Emirates' state-run International Petroleum InvestmentCo (IPIC) has also halted work on the $5 billion Khalifa oil refinery project in coastal Balochistan. The project was suspended last January due to technical and political reasons. IPIC holds a 74% stake, and Pakistan-Arab Refinery Co the remainder.
About 50% of Pakistan's energy needs are met by indigenous gas production, 29% by domestic and imported oil, and 11% by hydro-electricity.

This refers to Dawn’s news item, ‘Pakistan-Afghan accord on transit trade’ (July 19).
According to the Afghan-Pakistan Transit Trade Agreement (APTTA), Afghan trucks will be carrying export goods to the Wagah border for destinations in India.
The agreement was signed between Pakistan and Afghanistan under the watchful eyes of the US Secretary of State Hillary Clinton and the US Special Envoy Richard Holbrooke.
When the Pak-Afghan pact was being signed, somehow no Indian representative was present at the occasion, neither was it asked by the US to send one to develop a better understanding between Pakistan, Afghanistan and India.
The issue of giving transit trade rights to India is more of a bilateral matter between Islamabad and New Delhi than signing the APTTA.
According to APTTA, the Afghan trucks will be using the prescribed land routes while carrying sealed containers to Wagah and Karachi and back. But who will guarantee what types of goods are loaded in the containers.
The moving of the Afghan trucks within the Pakistani territory is dangerous for the security of Pakistan. This will definitely pave the way for Indian and Afghan intelligence to move freely, survey and plan anything they like.
During the course of their movement on such long routes, the drivers will be staying in hotels, visiting hospitals, and purchasing edibles from local markets. Besides, the convoy can also halt at a place of their interest on the pretext of getting their trucks repaired at a workshop for a few days.
It is pertinent to note that India for security reasons has not allowed transit facilities to Pakistan’s exports to Nepal and Bhutan through its land routes.
Currently, the USA’s most immediate challenges are Afghanistan and Pakistan. In the power corridors of Washington, it is oil and not Al Qaeda or the Taliban.
The USA’s oil is depleting fast. This is likely to knock it off as a global leader. The remaining oil, including the new reserves, lie in lands close to China, Russia, Europe and other powers.
The USA’s global supremacy rests on easy access to oil. If someone else gets it, the sole superpower loses in a big way.
The Taliban government in Afghanistan was not an enemy of the USA. Its removal from Afghanistan was decided much before 9/11. It fell out of favour because it put terms and conditions on the pipelines that the USA’s oil giants planned to construct on the Afghan territory.
Pakistan was and continues to be the next target. It has to be subdued in order for the USA to secure Pakistani land route from the sea to the Afghan border. US military intervention in the so-called war on terror inside Pakistan is changing public opinion in the country due to regular drone attacks.
Similarly, destabilising Balochistan also disturbs Iran’s plan to build pipelines to Pakistan and beyond.
Instability in Balochistan also leads to a distortion of China’s interests in using the Gwadar port, overlooking the oil-rich Gulf, to dock its merchant and naval ships.
It is also a fact that Afghanistan — which is not part of South Asia — has been included in the SAARC to justify India’s designs to extend its domain beyond Afghanistan.

Balochistan wants full utilisation of Gwadar port, says CM
He said this while attending a meeting held on Wednesday to discuss problems being faced in the operation of the Gwadar port. Federal Minister for Ports and Shipping Babar Khan Ghauri, federal Minister for Communications Dr Arbab Alamgir Khan and provincial Finance Minister Mir Asim Kurd Gailu were present on the occasion.
Mr Raisani said that so long as the port’s facilities remained under-utilised desired economic results would be difficult to achieve.
He said keeping in view the fishing community’s woes the provincial government had prepared a plan to build two alternative fish harbours, one each at Sur-Bandar and Pishukan. He said PC1s of these projects had been sent to the Planning Commission for approval.
Expressing dissatisfaction over the performance of Port of Singapore Authority, the firm that has been leased out the Gwadar port for 40 years, Mr Raisani said the Balochistan government had reservations on the contract awarded by the Musharraf government.
“The Balochistan government would like to run the port itself,” the chief minister said. The federal minister for ports and shipping said that his ministry had no objection to the suggestion.
QUETTA: Chief Minister Nawab Mohammad Aslam Khan Raisani has said that people of Balochistan in general and those of Gwadar in particular have pinned lots of hopes on the country’s first deep sea port.

I think you are correct on not much will happen with Gwadar under the current Government. That is exactly what they want to achieve and will fulfil the wish of their masters, the USA. Unfortunately they play a lot of lip service but not much else.

Barrick digs in over Balochi project

Barrick Gold has conquered some of the most inhospitable places on Earth to become the worlds biggest gold miner, but in Balochistan it may have bitten off more than it can chew.
Barrick and Antofagasta of Chile share an equal stake in Tethyan Copper Corporation (TCC), which acquired a 75 per cent interest in the Reko Diq copper deposit in a remote area of south-west Pakistan in 2002 from Australia's BHP Billiton. The provincial government of Balochistan retained the other 25 per cent.
The company has spent millions developing Reko Diq, but Balochistan is renowned not just for the ferocity of its tribesmen, who are widely considered even more intimidating than the Pashtuns. It is also known for Gwadar, the deepwater port being built by the Chinese.
But the most significant copper-gold discovery in at least 20 years has led to a high-stakes battle between the two partners.
Barrick says it continues to work at the huge Reko Diq property and its exploration licence is still valid, despite the chief minister of Balochistan saying in February that the government was cancelling Barrick's licence and planned to develop the site itself.
Reko Diq is said to contain at least 10 million ounces of gold and 5 million tonnes of copper, and is expected to become a major world mine for 50 years or more.
We are having discussions with government officials there, says Vince Borg, the Barrick executive vice president. But it' still not clear what their thinking is as we haven not received any official notice regarding their intentions but we remain hopeful that we can reach an agreement to move it along.
Relations between TCC and Balochistan's leaders have always been tense. At the time of the 2002 acquisition, many political, business and industrial leaders criticised the change of foreign ownership, says Syed Fazl-e-Haider, the Balochi development analyst in Karachi.
According to the Balochistan government, TCC sold its 75 per cent interests to Barrack and Antofagasta without its consent, Mr Fazl-e-Haider says.
TCC's exploration licence is due to expire in February of next year, and later this year the Reko Diq feasibility study is expected to be released, confirming an enormous resource that will cost at least US$3 billion (Dh11.01bn) to develop.
TCC is now anxious to agree terms to secure a mining lease but as these critical milestones approach, distrust and anti-western sentiment is coming to the fore.
We will not extend any further contracts, either to the existing companies or to anyone else, Nawab Muhammad Aslam Khan Raisani, the chief minister of Balochistan, told the Financial Timesin February. They only have an exploration licence, which does not cover extraction.
Mr Fazl-e-Haider says Balochistan believes TCC has failed to live up to the terms of its exploration licence, which requires the company to build a mining academy and commit to an onsite smelter.
It will be difficult for Balochistan to obtain bank backing to develop Reko Diq without a major industrial partner and there are a limited number of credible alternatives to Barrick and Antofagasta, given Reko Diq's location in this remote and often hostile area of Pakistan.
As well as its ferocious tribesmen, Balochistan is famous for a long-standing separatist movement, some resident anti-Iran militia and the Quetta shura, the leaders of the Afghan Taliban.
The area also falls within the Tethyan Magmatic Arc, a geologic structure that is one of the few remaining unexplored areas in the world, says a geologist working at the site who asked not to be identified. This is a giant porphyry copper-gold deposit that is not really high grade, but the sheer size and scale of it make it remarkable,he says.
The only remaining question is who will have the rights to mine it.
A possible alternative is the China Metallurgical Group Corporation (MCC), the state-owned mining giant that is already active in the area, operating the much smaller Saindak copper property. MCC is also developing the super-rich Aynak copper deposit in Afghanistan, 60km south-east of Kabul.
MCC secured both sites by paying above the odds and offering major ancillary projects. At Aynak, MCC promised a 400 megawatt power plant, an on-site smelter and a railway to Tajikistan that could open up the north of Afghanistan to central Asian trade routes linked to the transport centre of Kashgar, the western Chinese city.
Some have speculated that Reko Diq offers similar possibilities because it lies along a promising new trade route connecting Gwadar to the Pakistan capital city of Islamabad.
Gwadar is only 500km from the Strait of Hormuz and could allow China to transport its Gulf oil supplies overland into its western provinces. This would generate economic development that could help to settle those restive areas, while avoiding the long and increasingly hazardous sea route from the Gulf through the pirate-infested Strait of Malacca and South China Sea up to China's east coast.
But Mr Fazl-e-Haider says MCC has also antagonised the Balochis, who accuse the company of increasing production at Saindak so aggressively that it has halved the life of the mine to 10 years.
He says MCC is doing the same thing at Aynak, where mine capacity is being built at 320,000 tonnes of copper concentrate a year compared with an agreed annual level of 200,000 tonnes.
MCC was not available for comment.

An official said that Chief Minister Balochistan, Nawab Muhammad Aslam
Khan Raisani had taken all his cabinet colleagues on board and
necessary directives had been issued to finance and law departments
for suggesting legislation in order to ensure safe utilization of such
assets.
The Balochistan government would make best use of its financial
resources which it was going to receive from the Gas Development
Surcharge and the allocations from the 6th National Finance Commission
(NFC) Award. Chief Minister of Balochistan had desired that after
earmarking necessary funds for development and non-development,
expenditure efforts would also be made to apportion a sizeable amount
of money to buy major shares in Pakistan Petroleum Limited (PPL), Oil
and Gas Development Company Ltd. (OGDCL) and Gwadar Port and Gwadar
Free Trade Zone. This strategy envisioned by Chief Minister
Balochistan was aimed at investing the funds in financially sound and
secure corporate units for a long-term and sustainable income.
In addition to that, the handout said, the foremost objective of the
provincial government would be to take full control of Reko-Diq Copper
and Gold Project from its present operators, M/s. Tethyan Copper
Company (TCC) and thereafter, the provincial government would run the
project itself. The provincial government had also decided to take
control of the Saindak Copper and Gold Project once the agreement with
Metallurgical Construction Company China (MCCC) expires in October
2011.

Senate body asks Singapore Authority to submit report on Gwadar Port progress
|
ISLAMABAD, May 25 (APP): The senate committee on ports and shipping here Tuesday asked the Singapore Authority to submit a complete report within a month on the progress of the Gwadar Port. Senator Gulshan Saeed Chaired the meeting and discussed ways and means for ensuring accelerated development of the Gwadar Port, said a press release here.
The committee also asked the Port of Singapore Authority, which is presently looking after and operating the Gwadar Port, to streamline its working and to implement each and every clause of the agreement signed between the Authority and the Ministry of Ports and Shipping.
Speaking on the occasion, the Minister for Ports and Shipping Babar Khan Ghauri informed the committee that the government has been making all out efforts for ensuring speedy development of the Port and to realize the objectives for which it was created.
The committee also asked the Ministry of Railway and WAPDA to do its bit with regard to development of the Gwadar Port.
The meeting was attended among others by Senators Dr. Muhammad Ismail Buledi, Mushahid Ullah Khan, Mrs Almas Parveen and Tariq Azim Khan besides senior officials of the ministry.

ISLAMABAD -(Dow Jones)- Barrick Gold Corp. (ABX, ABX.T) and Antofagasta PLC (ANFGY, ANTO.LN) are considering making a new revenue-sharing offer for development of a Pakistani gold mine after the local government threatened to cancel the deal and a Chinese state-owned company tried to muscle in.
In February, Baluchistan's chief minister said the province was canceling Tethyan's contract and was considering setting up its own public company to develop the Reko Diq site, one of the world's largest gold deposits located near Pakistan's border with Iran and Afghanistan.
Any overturning of the deal by the local government could hurt Pakistan's investment climate, which is already reeling due to Taliban terrorist attacks and a balance-of-payments crisis that led to International Monetary Fund intervention in 2008, analysts say.
The Reko Diq project, in which Tethyan has invested $500 million since acquiring the project from BHP Billiton Ltd. (BHP, BHP.AU) in 2006, is one of the few big investment projects by Western companies in Pakistan, although Chinese state-owned firms have been more active. Foreign direct investment fell 49% to $1.6 billion in the nine months ended March 31, according to figures from Pakistan's central bank.
The federal government has been keen to see the project go ahead. A spokesman for the Pakistan Ministry of Petroleum and Natural Resources said Tethyan's contract remains valid. But under Pakistan laws, local governments have the greater share of say in mining projects.
The Baluchistan government hasn't followed through on its threat to cancel Tethyan's exploration contract, said Mushtaq Ahmed Raisani, secretary for mines and mineral development in the Baluchistan provincial government.
Pressure on Tethyan to sweeten its deal increased after a unit of China Metallurgical Group, a state-owned Chinese company, made a counteroffer to take over the project, which is believed to contain 12.3 million tons of copper and 20.9 million ounces of gold.
Raisani said Baluchistan province had received a letter from China Metallurgical offering to develop the project but replied that it had an existing contract with Tethyan. Attempts to reach the Chinese company Thursday were unsuccessful.
Chinese companies in recent years have invested billions of dollars in Baluchistan, which is rich in natural resources, Pakistan officials say. Another unit of China Metallurgical is developing the Saindak copper and gold mine in Baluchistan, not far from the Reko Diq site.
The Chinese government has given financial and technical assistance to the development of Gwadar port in Baluchistan, which the government hopes will become a major global shipping hub and conduit for its natural resources. And Chinese companies are looking at bidding for infrastructure, power and coal projects in Baluchistan and other areas of Pakistan, local officials say.

Economist: Pakistan oil & gas: "Energy hub" dream

Pakistan's leaders have a dream that the troubled country could one
day become a regional "energy hub", linking the abundant oil and gas
supplies of the Middle East and central Asia with the fast-growing
markets of China and India. It's a long way from being realised.
Whether Pakistan can realise its potential is far from clear, given
the overwhelming security problems, inconsistent policy, troublesome
geopolitics and the lack of financing all impeding progress.
Pakistan's problems are not physical -- it is ideally positioned
geographically. Gwadar is close to the Straits of Hormuz, through
which around 40% of the world's oil cargo is shipped. Given its
proximity to the Gulf states, Pakistan makes a perfect land route
through which to ferry oil and gas to the energy-poor western Chinese
province of Xinjiang.

IPI has been on and off since the mid-1990s but enjoyed a renaissance
in 2004 as relations between India and Pakistan improved. It was
envisioned as a 2,775km pipeline with a capacity to transport 2.8
billion cubic feet (bcf) of gas daily from Iran to terminals in
Pakistan and India. Initial costs were put at US$4bn, but subsequently
rose to US$7-9 bn.
Gwadar was declared functional in December 2008, but a lack of
infrastructure linking it to the rest of the country, let alone beyond
the borders, has limited its operations. China has been responsible
for much of the funding, contributing an estimated US$200m, around 80%
of the cost of the first phase. It has pledged a further US$200m for
phase-two, which covers around a third of the anticipated funds
required.
There are four key reasons why Pakistan is repeatedly frustrated in
its attempts to capitalise on its potential:
Outlook
As with many things in Pakistan, its attempts to fulfil its potential
as an energy hub will be protracted and likely to fall short. But the
demand for energy is so great -- domestically and regionally -- that
progress will be made. China views the situation pragmatically and
will push on with projects despite the risks.

Mustafa,
we did drive near Golden Palms. I did not see much change compared to my last visit, just some more ground cleared. We also noted there was no road access currently to this housing scheme. I have seen their deslanation plant though and is a very modern complete piece of equipment that functions.

Dear all,
I spent a few days in Gwadar. We drove there from Karachi.
The Makran Coastal Highway was rather empty on the way to Gwadar and back.
Once we got to Gwadar we first went past the Gwadar Industrial Zone. Saw new electricity pylons were erected; it seems to supply power to this zone. There is some structural development taking place.
We saw a lot more structures driving around Gwadar and a lot more new roads have been laid.
The Sports Stadium is complete.
The Vegetable market still looks the same, no development.
We went into the Gwadar Intl Airport Office and spoke with the officer there. Seems they aim to complete the parameter fence by December 2010. There were a few construction vehicles parked up.
As you know, Gordani has a big issue will a lot of land transactions that were done. The Court has executed a Su Moto because a judge exhibited corruption on rulings relative to Land transaction dispute cases. Any one with open land here needs to check if their transaction(s) have been cancelled, and file a case in court there within a certain time frame.
Marjan Hotel has been refurbished and is open again for business. It is now run by a local businessman.
The land for PC resort has already been marked out and clearing begun. I visited this rather secluded piece, which is basically the other side of Sanghar, some steps lead down to a rather exclusive piece of beach. Very scenic.
The local people realise that foreign investors are key to Gwadar’s development.
I quote one “Gwadar will be built by Punjabis and Patans. And will be run by Memons”…
They are very good hosts and I had met with many every day for breakfast and dinner.
They all talk about the port possibly going to NATO. This would be good for locals but a bit of a downer for foreign investors and probably stall industrial port progress for a couple of years.
I also sat with a few of the local business community to inform them of the media campaign by India and America to try and put off investors coming to Gwadar. They were surprised and contemplating how to counter this.

Newtown Phase 4 1,000 sq yard files were offered around 1.1 Laks (old files).
Newtown files are way too cheap and represent the highest upside if you believe Gwadar will improve and the rally.
Ziarat Machi was around 70,000 an acre offered.
This is just some colour. I do not trade real estate and can not advice much on any.

Hello all,
just a quick email for anyone who has land in Gorandani. A lot of the transactions done in this area over a lot of the kusra has been cancelled by the court because a judge was taking bribery to rule in the favour of certain people in past court cases to do with this area.
There is effectively a Su moto in place.
For example this will effect people who bought open land in Gorandani that originally belonged to Kudha Buksh etc.

I was reading a good article on Kayani. It seems he has a firm grip on Pakistan in every direction. As I read the article I could not help thinking what ever his plans are on Gwadar, are very important. He has even reigned Zardari in, and vetoed Zardari's wishes to send the head of the ISI to India for talks. Does anybody have any articles on what Kayani thinks or has stated about Gwadar over the last year or two?
Still a Gawadar bull.

Hi Maria,
I am not a Real Estate agent but do not think you will find a piece of land where the road is only 2 acres away from the beach. I think the road closest to the beach is around 20 acres at the narrowest point at Darbela (near the land proposed for new airport and cantonment).

Government is Zardari.
Zardari is very Pro American.
Gwadar is funded by China and will be used a lot by China if properly functioning as a port with facilities.
America does not want this so Zardari obeys and earns.

Unfortunately Pakistani government is the biggest joke.
They are drowning Gwadar in paperwork and files. Nothing gets done.
Rumour is Zardari has been bought out by the Americans who do not want Gwadar to function for obvious reasons...China.
If the people running the govt are corrupt aka Mr. 10%. What chance does our country have. Expect a long wait unless the army comes back in, Even they are somewhat corrupt now. Allah knows what is best for Pakistan.
I wish I could see Gwadar in all its potential allowed to actually move forward and develope.
In every other country the leaders want to take the development forward.....
I am still a Gwadar bull but have a long wait if anything is to happen. Not under the curretn govts watch.

Hello all,
I have been a Gwadar bull for 3 years now. I am wondering why our government has taken so long to start the airport and railway tracks in Gwadar. I am an Oversees Pakistani and one time told the investment bankers in London about Gwadar. I even had hedge funds ask me to put them into Gwadar Real Estate. I did not and looking back I made the right move. Problem with our leaders in Pakistan is I never seem to see someone who comes into the country because they love the country and people, I only see leaderships who have their own interests at heart.
Now I see leaders mentioning America building a road to Afghanistan and contracts should be re negotiated for the port.
China gave us most of the money to build this, why are they no longer involved in Gwadar? The airport contract was given to China Harbour Company few years back on a turn key basis. Few months back I heard there was a tender for this again.
I have already been unwinding some of my real estate trades in Pakistan when Zardari came to power. Most Oversees Pakistanis are very bearish now...
May the almighty guide our country through these difficult times.

I think you should have a rule where all parties advertising real estate prices exhibit their full name, address and number. Otherwise Gwadar Bashers (e.g Indians and certain others) can post false offers to spook the Gwadar real estate market and investors. This might even result in Off - Market transactions occurring dragging down the general Gwadar Real Estate market.

All Gwadar lovers,
I received an email from this person Jin today. It states he is originally from Japan. This is a lie as Jin is not a Japanese name. I have lived in Japan, Singapore & H.K for a few years. I also speak some Cantonese. Jin is a Chinese name so this person is lying. I would bet he/she is Indian or American in disguise. He/she also claimed to have been travelling around Pakistan but his/her email is very negative agains Pakistanis and his/her pictures look like tourist photographs with one exception. Each newspaper clipping he/she has in his album is about terrorism and seems to have an undertone of exhibiting Pakistan being full of terrorists. Be very careful with this person. It looks like Gwadar (Pakistan's) enemies are getting desperate and sending emails to Gwadar.com website posters.

Hello Egla,
I foreigners can invest in Gwadar Real Estate as I almost got a Danish Friend to buy land with me. I would not recommend it though as there is not much liquidity and it is a big advantage if you can speak the language. There are some English speakers in Gwadar but not many. There is also liquidity issues and you may not understand the Government suddenly acquiring your land at discount.

you hit the nail on the head. For Pakistan to get any money from China now we have to get Gwadar moving. We notice an increase in noise about Gwadar. China has given Pakistan $500M and I am sure it will have strings attached to Gwadar. Pakistan will get more money from China if Gwadar progresses
I think there is economical infrastructure stresses puting pressure on Govt to get Gwadar going too as back log of goods at Karachi port is increasing prices and even inflation on certain goods. This will cause Pakistan to miss govt targets on inflation and might cause stress on future payment releases from the IMF.
Gwadar has become intrically woven with a lot of the current situations in Pakistan e.g Economic, Logistical, Political, Geopolitical (Baloch) etc.
I see 2 camps in Pakistan, one those that want Gwadar to progress and even had a picture of Gwadar put on the back of a PKR 5 note so it becomes a national icon and will be very hard to ignore. The other camp are those greedy people who have financial self interests in Gwadar not developing along with some international players for strategic reasons.
Inshallah Gwadar will move forward because now she cannot move back....

That's true Ornatehawk. I agree, and there is no doubt that Chinese government has also made sure to Pakistan that investments made in Gwadar, and related projects must make progress for future relations. This is the reason we have more noise from concenred Government officials now.
It's interesting to see how the PPP Government in coalition with MQM and Karachi Port businessmen overcomes the greed and vested interests of such people.
One has to forget personal interets, and think in the national interest by making Gwadar port functional, and related projects expedited with SERIOUS Quality control standards.

Till now Zardari has acted smart and reached President house. At present it looks like he will try to change the Mr. 10% image, and do some good for Pakistan. Mr. President is showing keenness on all such issues, and i've a feeling that he will move along with Gwadar.
Gwadar holds much greater importance for Pakistans security and economical back. Any new President, or government cannot afford to sideline Gwadar for long either willingly or un-willingly. It's better to keep the wheel rolling, rather than applying breaks.
InshAllah things will be good in a couple of weeks. Long Live Pakistan. Ameen.

if i had to speculate, I would say Mr 10% wants to revoke the contract between GPA & PSA. Then award it to Dubai Port Authority. Dubai did look after him a lot. Hopefully this is not the case as would lead to a large conflict of interest for Dubai Port Authority. If Gwadar prospers, Dubai will lose business......

There will be obviously two sides to this issue. PSA did act lazy on their part till now. They could have done much better progress. Some vested interests are there, and provincial/federal government should at least make the issue transparent.
It's true that DP World won't be the best operator for Gwadar port for obvious reasons. But, how smartly the present government plays its card in this aspect is worth watching.
Next one month is very important for Gwadar. One thing is for sure that Gwadar is the future of Pakistan, and it's already on the track of progress. Only, adding desired fuel, and driver is required to pull this engine up the track.

Hello all,
I just spent 2 days in Gwadar.
A quick update.
There was not much change with the actual port since last time I visited (about 6 months back). Buildings to be used by PSA are built now and 2 Gantry Craines are visibile.
Gwadar town itself has many new houses being built and it seems the locals are acutally spending there revenue from earlier land sales.
Some locals were happy that locals were given employment to move Wheat Cargo from POS Glory onto trucks.
The sports Stadium is 80% complete, went and had a look. More new roads everywhere.
Also went inside Golden Palms desalination plant which is fully functional and has been for over a year.
Vegetable market is still being built but some of it is already functional.
Saw small trading in Newtown files and was offered Sanghar Ph2 new cutting at 4.75Laks.
Rumours that some of Ziarat Machi might be taken over to extend airport land. No proof though.
I was unhappy at lack of progress on railway track programme and airport programme. I think this will take a couple of years yet. Also need more wider roads to take Cargo From Port to Highways, there were a few problems with Wheat transport from POS Glory when trucks were breaking down. There was more than a hundred trucks per day.
The locals think there are a few more ships coming and have the opinion Nawaz Sharif is good for Gwadar.
Land prices have stabilised and slightly rallied. Newtown file transfers opening up has helped improve sentiment a bit. When wondering around Gurundani beach, I noticed someone was building a few buildings as hotels on the coast. Nobody wants to sell beach land there as was last bought by people at around 15 to 20 laks before it fell. Gurundani Main Coastal Highway land
Marjan Hotel still closed and has been for 6 months.
PC hotel only has a few rooms occupied and PSA cancelled half the rooms it had booked on contract.
PC also recently fired half it staff.
My conclusion is there is slow progress and some people have given up on Gwadar.
I beleive (and this is my view only) Gwadar Port is built and ready to go, the problem is cargo logistics such as roads, train and airport. Once these are built and/or expanded adequately the port's progress on cargo transfer will exponentially increase. PSA and the powers involved seem to be taking a long time and this could be due to politics/foreign interference or just sheer lack of planning.
The actual phase 1 is finished so no matter what the port will be used for something and by someone. Iam still bullish but unhappy about the speed of progress and my main concern is how China must be feeling about what is going on...

Ornatehawk bro..thanks for updating the visitors about your recent tour. I appreciate that. The difference between my last tour and yours is the installation of two new cranes, and some internal road development, and stadium progress on government part. Private sector is doing its work on their own progress and scope.
I agree with you that port itself is ready and can be well utilized when cargo handling and carriage road is ready in full swing. Government is well aware of these issues, but our bad luck is that right now Pakistan isn't coming through present political differences and judges issue. Once all this is over, and issues are settled, I'm sure Gwadar will be the top priority, as much have already been done for it.

I advice anyone of you out there who are eager to invest in Gwadar. It is a very risky place. The patwaris there are highly corrupt. They don't have exact demarcation system. One day they show you your land on one spot the next day at other location. From patwari to all the way to Board of Revenue Baluachistan everyone is corrupt and extremely irresponsible. I have dealt with patwari Mohd Rafiz And Patwari Mohd Riaz, Supervisor Noor Mohd, Board of Director Marjan Khan...all of them are blood suckers. The only person I found who really cared and did his job very responsibly was the Naib Sarfraz Khan in Quetta. The way govt. is handling the projects are very ilogical.

its better to invest in safe and existing housing schemes, then you do not have to deal with the patwaris, when you buy open land than you are dealing with the patwaris, if you invest in a housing schemes, like Sanghar , or new town, than you are not dealing with any government departments. Gwadar investments are better than anywhere in Pakistan, if you have patient. |

Zain...I appreciate your care for others. But, it's not logical to stop others from making investment in anywhere in Pakistan. Corrupt patwari's in Gwadar, are no less or different from Patwari's in Lahore, Islmabad, Rawalpindi or other major cities. It all depends on how you make your deal, and what confirmation you make on it. Also, corrupt patwaris' should not be the reason to stop others from investing in Gwadar, and promoting the general cause.
We should rather appreciate Governments positive development in Gwadar, and steps done to counter such negative missions.

It is true that corruption rate in govt. department is at peak. But it doesn’t mean that one stop investment. I think Gwadar is for better than other areas of Pakistan because still ratio of fraud is lower at here. Purchasing open land, I think gwadar is still much secure; subject people do the investment having proper homework. Patwari can't do much more except to get their share. I don't agree that Patwari do not show the exact demarcation. I think one should have some knowledge to read the Lattah and little fun of tracing the exact location. Usually people do the investment sitting far away or those who visit gwadar just depending upon others. I hope if one contact the concerned directly then result will be quite different.
I don’t agree that Sangar or other govt. housing projects are free from such problems, if we study gwadar present development history than corruption rate of sangar stand at top.
I think to resolve the issue through this forum any one who has complaint about gwadar against patwarri, govt. projects and private housing projects may post their complaint openly with some record, hopefully there will be some positive result.

If you legally lodge a FIR on your land there, then Patawari will get direction from govt body to do the demarcation. He cannot charge you extra. As their is a govt direction to Patwari, there is a record so Patwari cannot play around much (if they were in first place).
The system is though, Patwaris can charge a lot of money when it is busy because you pay more money to get your work done quicker than others. At the moment Gwadar is quiet so it is best time to get this stuff done, and they will do cheaply. |

Just heard a rumour that Hashoo Group has decided not to buy land for a PC at Sonmiani.
They seem to believe Sonmiani will not be done in a hurry as Govt realises various Parties (especially Foreign Investors) including Chinese are worried about Govt commitment to Gwadar Port at the current time. Furthermore a source stated the U.S has been putting pressure on Pakistani Govt to give up Gwadar and kick start Sonmiani. The U.S does not like the idea of China's 'String Of Pearls'.

Does anybody know how much land prices are per acre off the main costal highway, going through sur? Beach land prices too per acre at sur? I believe just outside gwadar comes sur, gurundani, and then durbaila, cantonment will be in Gurandani.
